Commissioner, Virginia Department of Labor and Industry
James (Jim) S. Frederick serves as Commissioner of the Virginia Department of Labor and Industry (DOLI), where he leads the agency's efforts to protect workers, support employers, and promote safe, fair, and healthy workplaces across the Commonwealth.
With more than 35 years of experience in occupational safety, health, and worker protection, Jim has built a career focused on bringing people together to solve problems and improve workplace outcomes. Before joining DOLI, he served as Deputy Assistant Secretary of Labor for Occupational Safety and Health at the U.S. Department of Labor, helping lead OSHA's national operations and regulatory initiatives. Earlier in his career, Jim spent many years with the United Steelworkers Union, partnering with workers and
employers to strengthen workplace safety, improve compliance, and reduce injuries and illnesses. He has also worked with organizations across the country as a safety and health consultant. Throughout his career, he has remained committed to the idea that lasting progress comes through collaboration, practical solutions, and a shared commitment to protecting people.
Jim holds a Master of Science in Environmental Health and Safety Management from Rochester Institute of Technology and a Bachelor of Science in Environmental Health from Purdue University.
As Commissioner, Jim is dedicated to ensuring Virginia remains a place where workers return home safely, are properly paid for their work, employers have the tools they need to succeed, and government serves as a trusted partner in building strong workplaces and a strong economy.
